Public Notice: Invitation for Bids, Multiple Bridge Repair & Maintenance Project

PUBLIC NOTICE INVITATION FOR BIDS The Monroe County Board of Commissioners will receive sealed Bids for the following proposed work located within the County: Monroe County Multiple Bridge Repair & Maintenance Project Located in Barrett, Chestnuthill, Hamilton, Paradise and Polk Townships Sealed paper bids will be received by the Monroe County Controller at the Monroe County Administrative Center, One Quaker Plaza, Room 206, Stroudsburg, PA 18360 until no later than 1:30 p.m. Friday September 27, 2019. Bids must be in a sealed envelope and clearly marked on the outside "Monroe County Multiple Bridge Repair & Maintenance Project."

The bids will be publicly opened and read aloud at 2 p.m. Friday September 27, 2019 in the Commissioners' Public Meeting Room, Room 203, at the Monroe County Administrative Center. The project will generally include parapet retrofits, deck pavement milling and asphalt overlay, rip rap lining protection, sediment removal, channel debris removal, guide rail repairs, and sign installation. All bidding documents are available at no cost at www.ebidexchange.com/pennbid and can be examined at the office of the Engineer, Borton-Lawson, 613 Baltimore Drive, Wilkes-Barre, PA 18702 between Monday and Friday, 8:30 a.m. and 4:30 p.m. Appointment requests to review the bid documents at the Engineer's Office should be directed to John J. Glushefski, P.E. at 57821-1994, Extension 1286. There is no pre-bid conference to be held for the project. Questions, clarifications, or requests for information should be made on the pennbid website indicated above. All construction work is included in one (1) Prime Contract. Bids shall be on a lump sum and unit price basis as indicated on the Bid Form. Bids shall be accompanied by bid security in the amount equal to 10% of the base bid amount in the form of cash, by a certified good faith check, cashier's check, bank good faith check or irrevocable letter of credit drawn upon a bank authorized to do business in this Commonwealth, or by a bid bond with corporate surety made payable to or naming as oblige Monroe County. A performance bond in the forms provided in the bid specifications, each in amount equal to one hundred percent (100%) of the amount of the contract, and each with satisfactory corporate surety, shall be required to be furnished by the successful Bidders within 10 days of receiving notice of the bid award. An acceptable surety company is any one included in the latest issue of the US Treasury Department Circular 570 listings and authorized by the PA Department of Insurance to do business in Pennsylvania. Bids may not be modified, withdrawn, or cancelled by the bidder for sixty (60) days after the date designated for the receipt of bids. Bids may be held by the Monroe County Board of Commissioners for a period not to exceed sixty (60) days (or 120 days under conditions specified under Section 114 of Instruction to Bidders), from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to awarding the Contract. The date of the scheduled bid award will be announced at the bid opening on September 27, 2019. Bids may be held by Owner for a period of not to exceed sixty days (60) from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of a Contract. The Monroe County Board of Commissioners reserve the right to reject any or all Bids and to waive informalities in the Bidding.
