PUBLIC NOTICE INVITATION FOR BIDS Notice is hereby given that the Barrett Township Board of Supervisors invites and will receive sealed bids for paving on Laurel Pine Road (T-606), White Oak Road (T-596), Ash Road (T-633), and Naomi Lane (T-634), Locust Lane (T-406, Hemlock Lane (T-407), Dogwood Lane (T-405), Spruce Lane (T-408), White Birch Lane (T-404), Old Orchard Drive (T-403), and Lower Seese Hill Road (T-579) in Barrett Township, Monroe County, Pennsylvania, until 12 p.m. (noon) Wednesday, April 14, 2021 at 993 Route 390, Cresco, Pennsylvania 18326. All bids must be submitted upon forms furnished by Barrett Township and returned in a sealed envelope clearly marked "Paving Bid Barrett Township." Faxed bids and bids received after the deadline will not be accepted. Copies of the Contract Documents including detailed specifications may be obtained at the Barrett Township municipal offices at the address listed above. All materials shall conform to PennDOT specifications and standards as provided in Publication 408, as amended. Pennsylvania Prevailing wages may apply to this contract depending on the bid amount. The Contract Documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices and related matters. All contractors and subcontractors shall comply with the Pennsylvania Public Works Employment Verification Act. The Act requires the contractor to verify employment eligibility through the e-verify program operated by the United States Department of Homeland Security as a precondition of being awarded a contract for this project. The Contract Documents contain information regarding the Act. Each bid must be accompanied by a proposal security in the amount of ten (10%) percent of the amount bid in the form of a certified check, bank cashier's check, or satisfactory bid bond naming as payee Barrett Township. No bid or proposal may be withdrawn for a period of thirty (30) days after the date specified above for receiving of bids. The successful bidder shall furnish a performance bond in the amount of one hundred percent (100%) of the amount of the bid, naming as payee Barrett Township. The successful bidder shall be bound by the terms and conditions of the Contract Documents. Sealed bids will be opened and read aloud at a public meeting at 5:30 p.m.Wednesday, April 14, 2021 and a contract may be awarded immediately thereafter or at a subsequent public meeting the date and time of which will be announced after bids are opened. The Barrett Township Board of Supervisors shall award the contract to the lowest responsible bidder or shall reject all bids within 30 days of the date of the bid opening. The Board of Supervisors reserves the right to reject any or all bids or parts thereof, and to waive any defects or irregularities in the proposals. PUBLIC NOTICE INTENTION TO ENACT PROPOSED ORDINANCE TAKE NOTICE that the Board of Supervisors of Barrett Township hereby gives public notice of its intention to enact the ordinance summarized below at a meeting of the Board of Supervisors to be held on March 24, 2021 at 8 a.m. at the Barrett Township Municipal Building, 993 Route 390, Cresco, Pennsylvania 18326. As summarized below, the proposed ordinance would approve the terms of a cable franchise agreement between the Township and Blue Ridge Communications and would authorize the execution of that agreement. At the time of the public meeting, the Supervisors will listen to comments by members of the public concerning the proposed ordinance. If substantial amendments are not offered to the draft of the proposed ordinance, the Supervisors intend to consider enactment of the proposed ordinance immediately thereafter at the public meeting. The proposed ordinance is entitled: AN ORDINANCE OF THE TOWNSHIP OF BARRETT, COUNTY OF MONROE, COMMONWEALTH OF PENNSYLVANIA, APPROVING AND AUTHORIZING THE EXECUTION OF A CABLE FRANCHISE AGREEMENT BETWEEN BARRETT TOWNSHIP AND BLUE RIDGE COMMUNICATIONS. The following is a brief summary of all of the sections of the proposed ordinance: Section 1 provides for the Board's approval and execution of the cable franchise agreement with Blue Ridge Communications. Section 2 provides for the repeal of all prior inconsistent ordinances and the termination of all prior franchise agreements with Blue Ridge Communications. Section 3 provides that the ordinance is severable and if any section is declared invalid the remainder of the ordinance will continue in effect. Section 4 provides that the proposed ordinance will take effect 5 days after it is adopted.
